What it looks like to me is
Large hole at end center. two holes to outer edge angled at belt tip above center hole. equally space holes along outer edges. for center hole skip first two holes and make center hole even with the rest of the outer edge holes.  When lacing go around tip to center whole to fill in space working from the center out ward with two ends of the lace going up opposite sides of the belt. then go up through the next hole up to the first center hole on the back side you will be going back to the second hole and up through and repeat steps up the belt.  there is something similar to this on Chan Geers Fancy Leather Lacing DVD that is available through Hide Crafters and Chan may have copies of it also.

I could be wrong thou so try it on some scrap first.......
